West Hurley man says he felt threatened, intimidated by Kingston Mayor Shayne Gallo during 'road rage' incident (w/police report)

Kingston Mayor Shayne Gallo (File photo)

KINGSTON, N.Y. ? A West Hurley man says he felt ?threatened? and ?intimidated? by Mayor Shayne Gallo when the city?s chief executive went on a ?road rage? rant in April.

John Bridges, 51, said Gallo acted like a ?maniac,? berating him while claiming Bridges had run his vehicle through a stop sign.

Bridges, an artist who owns a business, denies he passed a stop sign without stopping at the five-way intersection at Greenkill Avenue, the Boulevard and Wall Street about 6 p.m. on April 17.

The traffic incident occurred a day after Gallo, in a profanity-laced tirade, fired city Parking Enforcement Officer Jeremy Blaber. Blaber secretly recorded his firing and supplied it to the Freeman, which posted it on the newspaper?s website.

Bridges said he has heard the Blaber tape and that Gallo?s rant with him was not as intense and the mayor did not use profanity.

Gallo did not return an email message sent to his office for comment about the traffic incident.

The Freeman on Saturday reported the confrontation between Gallo and Bridges based on a police report but was unable to reach Bridges for comment at that time.

Bridges said he had not seen the police report before that article appeared and that the report misrepresented the confrontation.

Bridges described the intersection where the incident began as ?notoriously? confusing but said he came to a full stop before beginning to make his way up Wall Street.

Bridges said a silver car ?whipped? up alongside him on the one-way street. The man driving, he said, then began to yell at him, claiming that Bridges had just gone through a stop sign. Continued...

?He pulled up right next to me, rolled down his window, or the window was already rolled down,? Bridges said. ?I had never seen him before in my life, and he started yelling something about me going through the stop sign.?

?I didn?t know who he was, and I thought it was some kind of crank who was an overzealous citizen,? Bridges said. ?I know for a fact, categorically, I did not go through the stop sign.?

Bridges said he responded by shrugging, raising his hands and ?jokingly? saying ?I don?t understand? in French.

?He stated back that ?You may not be from here, but you still have to obey the laws of traffic.? ? He was really getting exercised about it. I could see he was persisting,? Bridges said.

Bridges said he then told Gallo, in English, ?Why don?t you go f--- yourself??

Then, Bridges said, he pulled his car away onto Fair Street, and Gallo?s vehicle, ?at a rapid, crazy rate of speed,? pulled up to within 6 to 8 inches of the rear bumper of Bridges? stopped vehicle.

Bridges said Gallo bolted from his car and, yelling, raced quickly to the driver?s side of Bridges? car.

?He got out and told me that, ?You picked the wrong guy to say ?Go f--- yourself? to,? Bridges said. ?I got out of the car, and he rapidly approached and tried to intimidate me.?

Gallo then went on to rant about how he was mayor of Kingston and knows the Kingston Police Department, Bridges said. He added that Gallo was suggesting he did something illegal but never directly threatened to have him arrested.

?He said that, ?I know the police, I am the mayor, and you can?t say ?f--- you,? and yelling more about how he knew the KPD, and ?I?ll have your license,?? Bridges recalled. Continued...

Bridges said he noticed an Ulster County Sheriff?s Office patrol car nearby as Gallo continued to rail against him. Bridges said he waved to the car to try to get the attention of the deputy.

Bridges said Gallo waved the car off, and the occupant drove it away.

At that point, Bridges said, he could think of only one other thing to do. He pulled his car 20 to 40 feet away and dialed 911 on his cellphone.

He said he told the dispatcher that ?some guy was road raging on me and that he said he was mayor,? Bridges said. ?I didn?t know who the mayor was from Adam.?

Bridges said he was asked to come to city police headquarters, located on Garraghan Drive in the Rondout district.

At the police station, Bridges inquired on several occasions if he was going to be arrested, he said.

Bridges said an officer there told him that Gallo did not want to make more of an issue out of the encounter. But, Bridges said, the officer lectured him.

?He (the mayor) said you were rude,? Bridges said the officer told him.

Bridges said he asked the officer if he ?was siding? with the mayor and the officer responded that he was not.

Bridges said the officer responded by saying he was getting ready to retire and that ?I don?t take sides.? Continued...

Bridges said he told the officer he did not know the person who was yelling at him was the mayor. He also? said he told the officer that the mayor ?went out of his way? to follow him.

Bridges said the officer gave him the impression that because the mayor was dropping the matter, he was somehow avoiding arrest.

The police report about the incident (below)?stated Bridges ?was advised (by police) that Mr. Gallo is the chief administrator for the city of Kingston and has a strong sense of duty to his constituents.

Kingston Police Department report on separate statements made by Mayor Shayne Gallo and Hurley resident Joh...

?He was also advised Mayor Gallo was not looking to press charges but was in fact looking out for the safety of the citizens of the city he serves and also looking out for the safety of Mr. Bridges as well,? the police report continued.

The report also indicated? Gallo called police from the scene.

Bridges, however, said the police report does not detail the full scope of Gallo?s actions, including driving after him and driving up alongside his vehicle at a high rate of speed.

?I told them exactly what happened,? Bridges said. ?I was talking about what the mayor had to say. It (didn?t seem) they were taking my report of a road rage incident seriously.?

Bridges also takes umbrage at being referred to as the ?offending operator,? while Gallo is described as being ?the complainant.?

Bridges also said he was disturbed the report lists his home address while Gallo?s address is listed as being Kingston City Hall. Bridges said that somehow reflected that he was being treated differently than Gallo.

When the Freeman first contacted Kingston Police Chief Egidio Tinti about the incident, he said he was unaware of any such event having taken place but that he does not examine routine blotter items on a daily basis.

Tinti said he would look for a report and subsequently supplied the newspaper with a copy.

Andrew Zweben, the city?s chief legal counsel, said on Friday that Bridges? vehicle came close to hitting Gallo?s.

?This guy almost hit the mayor,? Zweben said. ?The mayor called the police and did not want an arrest made. He just wanted to make note of it.

?The guy was very hostile,? Zweben said.

Microsoft Windows 8.1 'Blue' public preview will be released at Build in June

On the fence about heading to Build? Microsoft's annual conference is scheduled from June 26th to the 28th, and developers in attendance will likely hear quite a bit more about the latest version of Windows 8. MS will also make a public preview available during the event, Julie Larson-Green shared at the Wired Business Conference in New York City today. A final version of Windows 8.1 "Blue" is expected by the end of the year, bringing cosmetic updates and other features, such as a new side-by-side app view and Internet Explorer 11. In March, we managed to dig through pre-release build 9364 -- it sounds like we'll be able to take a much closer look at the new operating system this summer, but you can click through our gallery of screenshots for an early preview, right now.

Scientists build a living patch for damaged hearts

May 6, 2013 ? Duke University biomedical engineers have grown three-dimensional human heart muscle that acts just like natural tissue. This advancement could be important in treating heart attack patients or in serving as a platform for testing new heart disease medicines.

The "heart patch" grown in the laboratory from human cells overcomes two major obstacles facing cell-based therapies -- the patch conducts electricity at about the same speed as natural heart cells and it "squeezes" appropriately. Earlier attempts to create functional heart patches have largely been unable to overcome those obstacles.

The source cells used by the Duke researchers were human embryonic stem cells. These cells are pluripotent, which means that when given the right chemical and physical signals, they can be coaxed by scientists to become any kind of cell -- in this case heart muscle cells, known as cardiomyocytes.

"The structural and functional properties of these 3-D tissue patches surpass all previous reports for engineered human heart muscle," said Nenad Bursac, associate professor of biomedical engineering at Duke's Pratt School of Engineering. "This is the closest man-made approximation of native human heart tissue to date."

The results of Bursac's research, which is supported by the National Heart Lung and Blood Institute, were published on-line in the journal Biomaterials.

Bursac said this approach does not involve genetic manipulation of cells.

"In past studies, human stem cell-derived cardiomyocytes were not able to both rapidly conduct electrical activity and strongly contract as well as normal cardiomyocytes," Bursac said. "Through optimization of a three-dimensional environment for cell growth, we were able to 'push' cardiomyocytes to reach unprecedented levels of electrical and mechanical maturation."

The rate of functional maturation is an important element for the patch to become practical. In a developing human embryo, it takes about nine months for a neonatal functioning heart to develop and an additional few years to reach adult levels of function; however, advancing the functional properties of these bioengineered patches took a little more than a month, Bursac said. As technology advances, he said, the time should shorten.

"Currently, it would take us about five to six weeks starting from pluripotent stem cells to grow a highly functional heart patch," Bursac said.

"When someone has a heart attack, a portion of the heart muscle dies," Bursac said. "Our goal would be to implant a patch of new and functional heart tissue at the site of the injury as rapidly after heart attack as possible. Using a patient's own cells to generate pluripotent stem cells would add further advantage in that there would likely be no immune system reaction, since the cells in the patch would be recognized by the body as self."

In addition to a possible therapy for patients with heart disease, Bursac said that engineered heart tissues could also be used to effectively screen new drugs or therapies.

"Tests or trials of new drugs can be expensive and time-consuming," Bursac said. "Instead of, or along with testing drugs on animals, the ability to test on actual, functioning human tissue may be more predictive of the drugs' effects and help determine which drugs should go on to further studies."

Some drug tests are conducted on two-dimensional sheets of heart cells, but according to Bursac, the 3-D culture model provides a superior environment for functional maturation of cells. This is expected to better mimic real-world heart muscle responses to different drugs or toxins. Engineered heart tissues made with cells from patients with a cardiac genetic disease could be used as the model to study that disease and explore potential therapies.

The current experiments were conducted on one human pluripotent stem cell line. Bursac and his colleagues have reproduced their findings on two other cell lines and are testing additional lines. They are also planning to move to larger animal models to learn how the patch would become functionally integrated with its host and how the patch establishes connections with the circulatory system.

Other members of the research team were Donghui Zhang and Ilya Shadrin from Duke, and Jason Lam, Hai-Qian Xian and Ralph Snodgrass, from VistaGen Therapeutics, San Francisco, who provided cardiomyocytes for these studies. Bursac's team and VistaGen are collaborating to develop engineered cardiac tissues for more predictive drug screening and development.

World shares near five-year high on growth optimism

By Marc Jones

LONDON (Reuters) - World shares hit their highest level in almost five years on Tuesday as last week's strong U.S. jobs report continued to fuel optimism about the health of the global economy.

Japanese stocks jumped in a delayed reaction to the data because Tokyo had been closed for a public holiday on Monday.

The head of the European Central Bank added to the positive mood by saying it was ready to cut rates again if needed.

Australia's central bank also did its bit to help the economy, cutting rates to a record low on Tuesday and signaling it could do more, helping shares.

"I think the markets are going to continue going higher, the S&P hit another record high yesterday, the DAX is getting closer," said Neil Marsh, strategist at Newedge.

"From a very low base, everyone is fairly optimistic that things are going to improve and if they don't, you've got the added backdrop from (ECB President Mario) Draghi that he'll do whatever it takes to push the euro zone economy forwards."

The Nikkei stock average <.n225> soared 3.7 percent and the MSCI global index <.miwd00000pus>, which tracks stocks in 45 countries, rose 0.3 percent, both the highest since June 2008.

European equities also nudged up as trading gathered momentum, bolstered by a crop of better than expected corporate earnings and with the German DAX index <.gdaxi> closing in on its own record high of 8,151,57 set back in 2007.

Monday's comments from Draghi that the ECB would cut rates again if needed, including pushing its key deposit rate into negative territory, kept downward pressure on the euro as it hovered little changed on the day at $1.3075.

The prospect of negative euro zone rates continued to underpin the bloc's bond markets too with the benchmark German Bund a tick lower on the day at 146.15.

The main focus for Asian currency markets was the Reserve Bank of Australia's policy meeting, at which the bank decided to lower its cash rate by 25 basis points to a record low 2.75 percent.

Markets had priced in a 50-50 chance of a rate cut, and the decision sent the Australian dollar down to a two-month low of $1.0810 and helped Australian shares trim earlier losses.

Investors are now waiting for a batch of April data from China, the world's second-largest economy, for more clues on global growth. Chinese trade data will be released on Wednesday, inflation on Thursday and money supply and loan growth expected from Friday.
